There used to be a program where it would scan your albums and apply the artwork, but i think its not free anymore. Anyone know of any similar programs? I use a winXP based PC.

You can use iTunes to do this. Simply highlight your music, right-click on one track, then left-click on Get Album Art. If it isn't in the iTunes directory then you can always just go to a website such as Amazon and get the album artwork there. You can also use Google to find free programs that go onto Amazon to look up the album art. I found 10 such programs in 10 seconds using Google.

Just a quick note - for iTunes to work, you need to have the albums tagged correctly (e.g., artist & album). You can also fake iTunes out - for example, if you have an album that iTunes doesn't have, but they have like a greatest hits album, you could just rename your album to match and you'll get the artwork for that album. It works - I've done it.
As for album artwork, there are a few dedicated sites for just the artwork like - http://albumart.org/

I use Amazon and Wikipedia to get art. If I can't find it on one, the other usually has it.

I always thought you had to enter credit card information and i dont want to do it because i really dont know why they want it before hand :\ Otherwise I'd be ok.

There are ways to get free accounts without a credit card number. If you search the forums, I'm sure you can find the info on how to set it up. EDIT: Found it - http://www.winandmac.com/tips/free-itunes-account-no-matter-where-you-live/
Easiest way is to pickup a cheap iTunes Gift Card and you can use it to setup an account. When you run out of it, you've still got the account-- it doesn't get closed down.
Oh, and they want it before hand because the work with Amazon's One-Click - you just click "Buy now" on a song, type in your password, and it downloads and charges to your account. It's rather convenient (although very easy to buy lots of music without thinking about it).

I just use google images, I found things quick that way and just paste it on to itunes with the NOW PLAYING window out. Worked out fast!
