I currently have my touch formatted for my PC and I've Paid for/Downloaded and installed the 1.13 update with the apps. I Decided I wanted to use the touch on my Mac Mini which will require a reformatting. Will I get those apps back I've paid for if I Do?

I don't know but I would assume that the purchase is linked to your Apple account.
But you don't NEED to format your iPod to work with Macs. PC Formatted iPods will work the same on Macs. The only restriction is that you will only be able to download/install future iPod updates from a PC.

Anytime I've ever done this with my other Ipods it's told me that the ipod was set to PC and it would have to be formated for the mac, and it just was'nt during updating.

I believe that this is true only for harddrive iPod's. I was having trouble upgrading my touch on my pc so i went to my wife's mac and I had no problem.

The touch is a different beast, it is running a modified version of OS X and is not formatted for a Mac or PC. It should work with both systems with out reformatting it since it uses iTunes to translate for the different file systems. If you have any doubt, connect the touch to your Mac and Restore it, Restore will erase all files off the iPod and will reinstall it's operating system.
