I updated my firmware to 1.13 but i don't have all the new apps that are supposed to be there....ive looked in itunes for the $20 upgrade but haven't been able to find it...any help?

You need to go to this page (http://www.apple.com/ipodtouch/whatsnew.html) and click on the "Buy Now" button on the left hand side.

oh ok i see now.....with this update are you able to put other apps like a nintendo emulator or do i have to jailbreak it first?

The new apps and the new firmware won't allow you to install other apps you choose. You'll have to jailbreak it to do that. Unfortunately, there isn't a jailbreak yet for firmware 1.1.3. You have to downgrade to 1.1.1, jailbreak, upgrade to 1.1.2 and run octoprep. But that still leaves you at 1.1.2. Nothing yet for 1.1.3 I'm afraid.
