I dont want to sound like a newb but can you add ratings on you ipod touch to song.

Yes, click the icon in the upper right on the now playing screen, then use your finger to move the star rating to whatever you want..click the now playing icon on the upper right to go back to the now playing screen.

You can also double-tap the main album artwork to flip over to the track listing/rating screen.

How can we save our ratings or set up of our Library? I have almost all my music into my library tagged and sorted, and a good majority of it rated, I'd hate to lose it all

The short answer is to back up your iTunes library database.
If you have a relatively small library, you can back the entire library up to CD or DVD using the File->Backup to Disc menu option. This not only backs up the media files themselves, but writes the library information onto each CD/DVD, so when you restore these files from CD/DVD, the rating and playcount information is also restored.
If you're backing up to another destination, on the other hand, such as an external or network drive, then you'll have to handle this manually. The simplest way is to copy your entire "My Music\iTunes" folder onto the backup destination.... As long as you include the "iTunes Library.itl" file, this will preserve your ratings, playlists, and playcounts, since this is where they're actually stored.
