For the past week CDN $ has been equal to the USA $. Even when the touch was release the exchange wasn't 11% off.
But now that the CND $ is worth a little more then the USA $ I really don't like the idea of paying an extra $50.

You gotta remember that exchange rate and our cost to buy something (at home) are two different things that aren't tied to each other. That's why we get better deals when we shop in the States because their prices, in comparison to what we pay are typically less, even with our traditionally lower Canadian buck.
I can't remember the specific reason why (something to do with the cost of doing business in Canada??? - perhaps someone can enlighten us), but things have always been more expensive in Canada, regardless of the exchange rate. Books and cars are two things I can think of right off the top of my head...even if you do the math on the MSRP with the average exchange rate over the past few years it never works.

Thats why i'm glad to live on the border, popping over to the Michigan side is gonna save me a lot of money on the 16GB touch. It comes out to $512 in Canada, not sure what the final price with tax is in the States.

Remember, when it comes to a free market (ironically), the company is willing to charge as much as the customer is willing to pay. Currency is determined by the bank, and they determine this by taking into account dept, how much gold the country has (remember paper money is backed by hard solid gold), and various other things. So just because something is charged more than another, thats only relative to the currency of that particular country. The banks are to blame really.
Currency also does not determine how much the average person makes. If that were so the japanese have it really bad, paying 50,000 yen for an ipod lol.
