If you unlock an iPhone for use with a tMobile sim card, can you switch back to At&T? Or are you stuck with TMobile?

if you mean go back to using at&t as a carrier on one of their plans - yes, you can do this by simply inserting an at&t sim card (assuming it's a valid, active sim that has a plan associated with it). if your t-mobile sim card is active and associated with a t-mobile plan, it's up to you what you do with it - you can keep it and probably keep paying t-mobile for that plan unless you cancel it and pay any associated early termination fee.
simply speaking, the sim determines the phone number of the cell phone and the carrier (at&t or t-mobile). you'll need to have a a plan with either carrier to activate a sim to use in any unlocked phone.
