This may be a silly question, but since the iPod is a hard drive, does it need to be defragged periodically like a PC's hard drive does? If so, how do you do it?

No you don't. Yes, it is a hard drive, but it's not getting written to and erased from very often at all. Certainly not near as much as a typical HDD.
I do like to do a restore every couple of months though, more to ensure the iPod's database isn't corrupted somehow than to defrag it. But a restore does format the drive so it will degrag it for you.

Yea, I my self do defrag once in a while. It will improve battery life by a bit.
