ipod cannot format all the way + folder icon

When I plug in my ipod, updater says it needs to be formatted. but either the computer freezes or it only formats halfway. Now my Ipod shows the apple logo and folder icon, but keeps turning on and off. What is wrong?? Any help is appreciated!!
