i just received my ipod 4 generation without photo 40 gb.
I purchased it from e-bay and i believe it is in mac format. question 1
can i transfer these songs to my PC?
question 2
how do i format it to access it with my pc?

welcome. See the iPod 101/201 tutorial article. The link is on the toolbar above under article - 'how to copy songs from iPod to computer'. Once removed then use the Updater to restore/format the iPod.
