A guy on ebay UK: BOUGHT THE iPOD ON HOLIDAY IN THE STATES LAST MAY EVERYTHING WAS FINE UNTIL HE RESTORED IT TO IT'S FACTORY SETTINGS, AS INSTRUCTED ON THE APPLE SITE. AT THE END OF THE RESTORE THE CAPACITY OF THE iPOD WAS DISPLAYED AT 16GB INSTEAD OF 30GB, He is seling the iPod cheap and says someone who knows about iPod might be able to do something is it worth buying The warranty has run out, He did contact apple but he had to ship it over there at his own cost, Good condition and 16GBs is what 4000 tracks?

he could have sent the iPod to apple in the UK - warranty is worldwide on iPods.

but regardless....if it's a 30Gb iPod, then capacity will be 30Gb (or around 27Gb) even though it will only display 16Gb - probably needs to reformat it properly on a mac.

Yes you can format it for Windows.
Get the latest updater from Apple.

it can, but the seller has already done that and it obviously didn't work too well otherwise it wouldn't be saying 16Gb capacity.

Sounds a bit fishy to me. Personally I never buy anything from EBay. I have never trusted it, never tried it and I don't think I ever will. Is all the extra hassle really worth it, when you can get something new with a warranty and something you can return if you aren't satisfied with it.

Well it could be dodgy but I can't really imagine what could really be wrong with it. Is it showing 16Gb on the ipods 'About' screen or iTunes? The 'About' screen is notorious for going screwy, albeit usually temporarily...
