Is the Safari web browser available for Windows?

If you want it you have to buy a Mac as Safari is Mac only.

It also is extremely unlikely it will be released for PCs with such fierce competition between IE and Firefox...plus not giving Apple anything to release it, unlike iTunes for Windows which gave a huge new audience access to the iTunes Music Store.
Short answer: no.

Buy a mac mini if you really wont one, a couple of hundred pounds and you get safari and loads of other great features.
