Is there any software that can convert my mpeg-4 (mp4) video to some other format...basically any other format from mpeg-1 to .wmv?

Why do you want to do this???
Virtual-Dub converts to .avi (with diffent kinds of codecs)
But DivX is also mpeg4 (the "illegal" follower of mpeg4)

TMPGENC can convert to MPEG1 / 2
but:

These are just 2 programs I know and I have tested!
If you don't like this 2 programs just browse through http://doom9.org! They have really everything about converting audio and video!

I can convert, but now I need to split (apparently my edit didn't take). I want to have a short 3 second clip of a movie that I have the entire thing of.

Oh, I thought I already replied... sorry that it took me so long!
VirtualDub could split but I guess it doesn't open the .mp4-files!
(Only could test it with nandub - test negative)
If you don't mind keeping your .mp4-file with nero Recode (best program out there ;)) you can set as start and end-time with preview-window!

Where do I get nero recode? I couldnt find it on the nero website.
