I dont believe that playlists take up any space in themselves. They are just lists of songs you want played in order. So when you delete songs in a playlist it only takes it out of the playlist and not the main library. Lets say you have 40 songs that are 40 mb combined, then you get rid of songs in a playlist/s. You will still have 40 songs taking up 40gb's in your complete library. You wont actually free up any space unless you encode what you do have to a lower bitrate or you clear songs from the library itself.

okay, so i guess a better question would be, how to you actually delete the playlist AND the songs inside of them?

Playlists are just links to the songs in your iTunes Library. They do not physically exist in the playlist itself. If you want to delete songs, you have to delete them from your library in iTunes. This will then delete them from your iPod the next time it is synced (assuming you have iTunes set to automatically sync).
