Looks a lot like the original phpbb. If so, you don't need to purchase it -- it's free -- phpbb.com

phpbb and postnuke can be integrated together so you can have a forum (phpbb) and the members can register for the site and forums at the same time

Most of the paid and free boards have portal hacks for them these days. Both phpbb2 (free) and vBulletin (this board) have some portal hacks available for them which integrate similar to PHPNuke or PostNuke.
