Well, for music for "popular" bands, you're going to have to use filesharing. I personally use Sharaza, but I've seen a lot of people who use Limewire. DON'T USE KAZAA. Keep in mind, it's illegal. At least in the US it is, but in Canada it isn't :p
Legally, for some heavier rock stuff, I get a lot of free music from Purevolume.com, which has a lot of bands you may or may not have heard of, where they have some downloadable tracks. Or, Download.com has some stuff too, but I haven't really looked into it.
