Create a new playlist in a parent folder

Does anyone know if it's possible to create a new playlist inside an existing folder?

I've tried

set u to user playlist named "Folder Name"
make new playlist with properties {parent:u, name:"Playlist Name"}

but it just created the playlist in the same place as normal.

Nope, can't do it. I just tried too. the parent property of a playlist is read only.
