I think it's because DVD ripping is running down the fine line of legal and illegal. I know my program (smart ripper) I had to tell I was in germany to download it cause that kind of program is illegal in the US. There's probably way too much liability and litigation involved, thats why you download two free programs!
A simple two step method is all it takes to get good quality dvds on your ipod, get SmartRipper, and Videora iPod Converter. Smartripper is great you can rip into chapters or the full movie, videora converts the vob files into mp4 in a myriad of bitrates.
