It looks like they've simply taken a collection of apps that have been more or less available for jailbroken iPhones for some time and bundled them together in an attempt to sell them, perhaps adding an automatic installation process for extra value.
Assuming this offer is legitimate, it's fair to say that these apps will NOT work on a non-jailbroken iPhone or iPod touch, and chances are that their installer process performs the jailbreak in the process.
The ONLY legitimate source of iPhone and iPod touch applications for the v2.0 firmware is the iTunes App Store -- period. There are no other methods for installing apps legitimately without syncing them via iTunes.
